hey "dude", it's a hazard if it is in a location that could propagate a catastrophic crack in the frame. I would advise anyone who is viewing this bike not to buy it until you post a photo, and even then, the frame should be properly examined and inspected to ensure the rider's safety.
With proper lighting, you will be able to see the crack, if you can see it with your eyes, you can take a picture that shows it. If you need assistance in photographing the crack, seek professional help. Also, if you contact Santa Cruz, they might be able to assist you in determining if the crack is negligible or not.
